How does a "normal" monitor rate a program as paying or not paying. Do they even consider the votes of others or do they only judge by the return on their own investment?

Normal monitor should rate base on votes by others and themselves. But the problem here is that the monitor invest using the money given by the
hyip. Thenn they get profit from the ROI. Some of them don't exactly charge a fixed fees to
hyip to be listed in their program.
The good monitor should be the one that rate a program base on others votes and they shouldn't invest in the program they monitored, this will avoid bias or conflict of interest.
