I have used this one before . It is the same as western union only that the pay is lesser compared to western union. But as far as Iknow you could recieved payment from paypal using this site.

I wonder if we can send money via paypal, why still need Xoom? And as i know, there are none Get paid to program that pay using Xoom. And to trans from Paypal , it may charge for fee. So for online money maker, i don't think it's good way to use Xoom, or else??
